Parent Teacher Council (PTC)
For greater involvement of parents and effective communication, a body named as PTC has been set up. The PTC consisting of representatives of parents from different classes and teacher acts as a consultative council.
Bylaws of the Parent Teacher Council
Article I: Name
The name of the Council shall be the Parent Teacher Council, which in true nature is a representative body of the School Parent Teacher Association, the PTA hereafter. The body shall be constituted of 4 parents from each class, class teacher of each division and section heads. The Principal shall be ex officion member and secretary of the Body.
Article II: Objectives and Policy
The objectives of the Council are:
a) To keenly support and participate in educational activities-both curricular and co curricular- and special events to enhance the school’s sense of community;
b) To serve as a liaison to encourage and facilitate communication between families and the school’s administration, staff and school board;
c) To be a vehicle for fundraising to help meet expenditures not covered by the school.
d) The Council shall be purely non-commercial, non-sectarian and non-partisan. No commercial enterprise and no political candidate shall be endorsed by the Council. Neither the name of the Council nor the name of its officers in their official capacities shall be used in connection with any commercial concern nor with any partisan interest, or for any purpose other than the regular work of the Council.
Article III: Membership
a) A PTC member is a parent or a legal guardian of an Ansar school student, who will also be a member of the School PTA. Each PTC member has one vote.
b) Elected/ selected class teachers and respective section heads are members of the Council with full voting privileges.
c) A representative of the Management will also sit as a member in the PTC.
Article IV: Executive
a) The affairs of this Council shall be governed by an Executive Committee made up of the Chairman, Vice Chairman, Secretary, Joint Secretary and treasurer of the Council. In addition to this a representative of the management will also sit as its member. These positions are all non-paid and voluntary. Members of the Executive Committee must be voting members of PTC, unless specifically approved by a vote of the Executive Committee.
b) The terms of office for all members of the Executive Committee shall be one year, commencing with their installation in July, of current academic year. Elected officers can only serve for a total period of three consecutive years.
Article V: Elected Officers and their Duties
a) The Elected Officers shall consist of not fewer than six members, including the Chair, a Vice-chair, a Secretary, a Joint Secretary, a management member and a Treasurer.
b) The Secretary, by virtue of his Office shall be the Principal or his deputy as nominated by the Principal. The rest of the officials shall be members of the PTC.
Duties of the Officers
a) The Chairman shall preside at all PTA meetings, who will also be a member ex-officio of all PTC/PTA committees. The Chair has the ultimate responsibility of all financial and programmed activities of the PTA.
b) A vacancy in the office of the Chairman will be filled by the Vice Chairman.
c) The Secretary will keep minutes of the PTA General Meetings and PTC, will conduct general correspondence, and will notify the PTA / PTC of meeting dates. The Secretary will post the agenda for a PTA General Meeting/PTC one week before every Meeting. The Secretary will post the highlights of and any actions taken during the Meetings in all appropriate modes of communication. The Secretary will create and maintain a resource book containing the PTA bylaws, Executive Committee responsibilities, committee descriptions and approved/unapproved Meeting Minutes. This resource book will be kept in the library.
d) The responsibilities of the Treasurer are to manage the funds, to keep the financial records up to date, and to give an account of the stewardship at the PTA meetings.
1. The Treasurer will develop an overall plan for the disbursement of funds and act as a liaison between the PTA and the school administration concerning said funds.
2. The Treasurer is required to submit an Annual Report at the first PTA general meeting of the new school year. The Treasurer shall disburse the funds of the PTA/PTC only in accordance with a budget approved by the PTC Executive Committee.
3. It is the Treasurer’s responsibility to have the books audited before the commencement of the new school year.
Article VI: Elections, Installation, Vacancies
a) In order to be eligible for an elected position in the PTC executive Committee, a person must be a voting member of the PTC.
b) Election will take place in the first meeting of the PTC, normally in the first week of July of the current academic year.
c) In the event of a contested election, candidates shall be given an opportunity to express their views.
d) Installation of the newly elected Officers shall take place in the succeeding Meeting of the PTC. Incoming Elected Officers shall assume office with installation and act in the new capacity for the remainder of this meeting.
Article VII: Meetings, Quorums, Voting
Meetings:
a) A minimum of three PTC General Meetings shall be held annually. Attendance of all members of the Executive Committee is mandatory. A copy of these Bylaws shall be made available to all members at the first meetings each school year.
b) Special meetings can be convened on the written request of at least 15 members of the council. The request shall be addressed to the Chairman. A minimum of one-week prior notice shall be given to convene the general meeting.
Quorums:
a) To be considered a valid meeting, a quorum of the General membership must be present. A minimum of 60% voting members constitute a quorum for the transaction of business.
b) When a special meeting is scheduled in accordance with the bylaws, the members who called the special meeting plus fifteen more members shall constitute a quorum for the transaction of business.
Article VIII: Review and Amendments to Bylaws
a) These bylaws may be amended at any regular or special meeting of the PTA by a two-thirds vote of the members present.
b) Amendments shall be proposed in writing three weeks before a scheduled or special meeting. This proposal shall be supported by fifteen voting members as represented by their signatures on the proposal.
c) All amendment shall be endorsed in these bylaws as’ addendum’ which on a revision shall become part of the bylaws.
